KUALA LUMPUR: The Libyan government has signed a Memorandum of Understanding (MoU) with IHH Healthcare Malaysia to facilitate structured medical referrals for its civil servants requiring specialist treatment.
The agreement, signed on Feb 9, enables eligible patients to access care at selected hospitals within IHH Healthcare Malaysia’s network.
This comprises 18 facilities nationwide including Gleneagles Hospitals, Island Hospital, Pantai Hospitals, Prince Court Medical Centre and Timberland Medical Centre.
Through the network, patients will have access to tertiary-level services such as cardiology, oncology, neurosciences, gastroenterology and orthopaedics.
The MoU establishes a coordinated referral pathway for patients requiring advanced diagnostics, specialised procedures or multidisciplinary management.
Priority specialties include neurosurgery, orthopaedics, urology, plastic and reconstructive surgery, as well as rehabilitation services.
The collaboration also explores specialist training and professional development opportunities, including placements for Libyan doctors to train alongside Malaysian specialists.
To support patients and their families, IHH Healthcare Malaysia will provide non-clinical services such as visa facilitation, airport reception, ground transportation and Arabic language support.
Dr Ibrahim Saleh Mohamed Elrais, director general of the Libyan Ministry of Defence, said a Libyan medical committee will be established at the Libyan embassy here to coordinate care before and after treatment.
IHH Healthcare Malaysia chief executive officer Dr Kamal Amzan said the partnership reflects a shared commitment to coordinated and responsible cross-border care, ensuring continuity of treatment from referral through recovery and follow-up upon patients’ return home.
